1. About these terms
AdminClear is a trade name of Venture Mind Artificial Intelligence Inc., 4213 N Frazier St, Suite C4, Conroe, TX 77303. In these terms, "AdminClear," "we" and "us" mean Venture Mind Artificial Intelligence Inc. doing business as AdminClear. "You" means the person using the service and, where you act for an agency, that agency.
AdminClear provides online training courses, agency records software, a requirements tracker, seat-time tracking, certificates with public verification, and reminders at adminclear.org (the "Service"). By creating an account, buying a course or using the Service, you agree to these terms, the Privacy Policy and the Refund Policy. If you do not agree, do not use the Service.
You must be at least 18 years old and able to form a binding contract to use the Service.
2. Accounts
Each learner needs a personal account with a verified email address and phone number. You agree to:
- provide accurate information, including your legal name, role and license number where requested;
- keep your sign-in credentials private and not share your account with anyone;
- tell us promptly at info@adminclear.org if you believe your account has been used without your permission;
- keep your information current, because certificates and records are generated from the information in your account.
3. Agency accounts and course assignments
The annual agency plan covers the dashboard, requirements tracker, reminders, outside-credit records, and survey-binder exports. It does not include course enrollments. The person who creates the agency account confirms that they have authority to bind the agency to these terms and to buy on its behalf.
Every course enrollment is purchased separately at its listed individual price. An agency may assign a purchased enrollment to a named person. Once that person starts the course, the enrollment stays with that person for that course.
Agency owners and administrators can view the training records, activity, hours and certificates of the people they assign. The agency is responsible for having the right to share that information with us and for informing its people about how the records are used. Only the owner can change billing.
4. Acceptable use
You agree not to:
- take a course or assessment for another person, or let another person take one for you;
- use automation, scripts, extensions or any other method to fake activity, bypass seat-time tracking or skip required time;
- share, copy, record, resell or publish course content, assessment questions or answers;
- alter, forge or misrepresent a certificate, or use another person's certificate or number;
- attempt to access accounts, data or systems that are not yours, probe or disrupt the Service, or introduce malicious code;
- enter or upload patient records, client records, protected health information or other clinical records. AdminClear is limited to training and personnel evidence;
- use support or other platform features to generate unlawful content or to try to obtain answers to the final assessment.
5. Course access and seat time
A clock hour is 60 minutes of engaged instruction. The course player counts time only while the lesson is visible and you are active. Time stops after 5 minutes without activity, and you must choose Continue to resume. Video cannot be skipped forward on first viewing. A course cannot be completed in less than its total required minutes.
We keep an activity log of your enrollment, lesson events, attestations, assessment attempts, timestamps and IP address. We use this log to calculate seat time and to prove completion if a regulator, surveyor or auditor asks. You confirm that you will complete each course yourself.
When a rule changes, we may publish a new course version. If you are partway through a course, you finish the version you started unless the rule makes that version unusable. Each certificate shows the course version.
Course descriptions, minutes and prices are shown on the course page and in checkout. We do not sell a course with fewer minutes of content than the minutes it states.
6. Assessments and certificates
Each course has knowledge checks and a final assessment. The pass mark for the final assessment is 80 percent. You have up to 3 attempts, and then you must review the flagged modules before 3 more attempts. Questions and answer order change with each attempt.
We issue a certificate only after seat time is met, every module is finished and the final assessment is passed. Certificates are issued under rules set by us and the named trainer. A certificate shows your name, role, agency, license number where you provided one, course name, code and version, topics and minutes, clock hours, dates, provider details, trainer name and contact information, and a unique certificate number.
We may revoke a certificate that was issued in error, obtained by fraud or based on activity that breaks these terms. A revoked certificate is shown as revoked on the verification page.
7. No guarantee of regulatory acceptance
Our courses are built to published state rules, and every module cites the rule it addresses. Courses are submitted to state agencies for review where a rule calls for it. We do not state that a course has been reviewed or accepted by any state agency unless an approval record exists for that course version, and the certificate approval line appears only when it does.
We do not guarantee that any regulator, surveyor, licensing authority, employer or insurer will accept a course, a certificate or a record for any purpose. Training rules differ by state, program, license type and date, and they change.
You are responsible for confirming the current requirements with the regulator that licenses you or your agency, including the Texas Health and Human Services Commission, the Texas Department of Family and Protective Services, and the Colorado Department of Public Health and Environment, as applicable. The tracker, deadlines and requirement summaries in the Service show what your records show against the rule text we have loaded. They are an aid and are not a legal determination, and they do not tell you that you or your agency are compliant.
8. Certificate verification
Each certificate has a number and a QR code that links to a public verification page at adminclear.org/verify. Anyone who has the number can use the page. The page shows only what is needed to confirm that a certificate is genuine: learner name, course, clock hours, completion date, provider, trainer, rule citation and whether the certificate is valid or revoked. By completing a course, you agree to this limited public display.
9. Intellectual property
The Service, including courses, lessons, videos, questions, tracker logic, software, logos and design, belongs to Venture Mind Artificial Intelligence Inc. or its licensors and is protected by law. Where our courses quote or cite state rules, the rules remain the property of their publishers.
We grant you a limited, personal, non-exclusive, non-transferable, revocable license to use the Service and course content for your own training or, for agencies, for the training of your assigned people. You may not copy, distribute, modify or create derivative works from the content except as the law allows.
You keep ownership of the information and files you upload, such as outside certificates. You grant us a license to host, process and display them as needed to run the Service for you.
10. Payments
Prices are shown in US dollars at checkout. Payments are processed by Stripe. We do not store your full card number. Each course and the agency software are purchased separately and identified separately on every invoice. Sales tax is added where required.
Single courses are one-time purchases. No Texas package combines courses. The agency software plan is a 12-month subscription that renews unless you cancel before the renewal date, and we will remind you before it renews. Refunds are governed by the Refund Policy, which forms part of these terms.
If a payment fails or is reversed, we may suspend access until it is resolved.
11. Policy Builder
Policy Builder is a document-preparation service for Texas home and community support services agencies. You provide facts about your agency, and AdminClear uses those facts with its versioned policy library, rule mappings, templates, and review controls to prepare agency-specific documents. AdminClear is not a law firm, does not give legal advice or legal opinions, and does not replace advice from an attorney or another qualified adviser.
AdminClear does not represent that HHSC or another regulator has reviewed or approved the documents delivered for your agency. Your agency is responsible for reviewing, adopting, maintaining and following every delivered policy, for confirming that your answers are accurate, and for deciding whether to seek advice from an attorney, consultant, insurer or regulator. AdminClear does not guarantee a survey or inspection result, the issuance or renewal of a license, or the absence of a citation.
Do not enter client names, patient information, protected health information or clinical records in the questionnaire or support messages. AdminClear does not need this information to prepare your documents. You are responsible for removing it before saving or submitting an answer. If prohibited information is identified during review, AdminClear may block delivery and ask you to remove it.
You keep ownership of your agency information, logo and the final documents delivered for your order. You grant AdminClear a limited license to store, resize and place your logo in those documents and to process your answers to provide the service. AdminClear retains ownership of its software, policy library, rule mapping, templates, checks, design system and other materials used to produce the documents. Your delivered documents may be edited and used for your own agency, but you may not resell or publish AdminClear's underlying library or templates.
Each Policy Builder purchase is prepared for one named legal entity and one HCSSA license or license application. Included revisions correct or update that same agency's materials. They cannot be used to create a manual for another agency, legal entity or license. The legal name, DBA, license details, office address and license categories become protected after the first delivery. A legitimate change for the same entity must be reviewed by AdminClear; a different entity or license requires a new order.
The displayed delivery time is a target based on a complete submitted questionnaire and current review capacity. It is not a guaranteed deadline. The Policy Builder refund terms state the available remedy if AdminClear misses the target by more than two business days. Standard service includes one customer-requested revision round and Custom service includes two customer-requested revision rounds during the first 30 days after delivery. AdminClear corrections and included regulatory updates do not consume a customer revision round. The included update entitlement lasts 12 months from purchase, after which continued updates require renewal.
Policy Builder orders are subject to the Policy Builder refund section of the Refund Policy. The limitation of liability and Texas governing-law provisions in these terms apply to each Policy Builder order. Acceptance is recorded with the terms version, user and timestamp. Policy Builder purchasing will open after the final legal and launch checks are complete.
12. Term and suspension
These terms apply from the time you create an account until your account is closed. You may close your account at any time by contacting support. We keep certificates and completion records as described in the Privacy Policy even after an account is closed.
We may suspend or end your access if you break these terms, misuse the Service, fail to pay, or create risk for other users or for us. Where reasonable, we will tell you why. Sections that by their nature should survive, including intellectual property, disclaimers, limitation of liability and governing law, continue after these terms end.
13. Disclaimers
THE SERVICE AND ALL CONTENT ARE PROVIDED "AS IS" AND "AS AVAILABLE." TO THE FULLEST EXTENT THE LAW ALLOWS, WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED OR ERROR FREE, THAT RULE SUMMARIES ARE CURRENT AT EVERY MOMENT, OR THAT ANY REGULATOR WILL ACCEPT A COURSE, CERTIFICATE OR RECORD.
Course content is educational and is not legal advice. Nothing in the Service creates an attorney-client relationship.
14. Limitation of liability
TO THE FULLEST EXTENT THE LAW ALLOWS, AdminClear AND Venture Mind Artificial Intelligence Inc. WILL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, LOST REVENUE, LOST DATA, SURVEY CITATIONS, FINES, LICENSE ACTIONS OR BUSINESS INTERRUPTION, EVEN IF WE WERE TOLD THEY WERE POSSIBLE.
OUR TOTAL LIABILITY FOR ALL CLAIMS RELATED TO THE SERVICE WILL NOT EXCEED THE AMOUNT YOU PAID US IN THE 12 MONTHS BEFORE THE EVENT THAT GAVE RISE TO THE CLAIM.
Nothing in these terms limits liability that cannot be limited by law.
15. Governing law and disputes
These terms are governed by the laws of the State of Texas, without regard to conflict of law rules. Any dispute that cannot be resolved informally will be brought in a state or federal court with jurisdiction over the dispute in Texas.
Before filing a claim, please contact us at info@adminclear.org and give us 30 days to try to resolve it.
16. Changes to these terms
We may update these terms. The version number and effective date appear at the top of this page. For material changes we will give notice by email or in the Service before they take effect. If you keep using the Service after the effective date, you accept the updated terms.
